			<content:encoded><![CDATA[<p>Health Net Inc.  has reshuffled responsibilities of two executives in light of UnitedHealthcare&#8217;s recent acquisition of the company&#8217;s Northeast U. S.  licenses. Health Net said it named Linda Tiano as president of regional health plans for Health Net of the Northeast.  She has served as senior vice president, general counsel and secretary since January 2007. To replace Tiano, the company named Angelee Bouchard as senior vice president, general counsel and corporate secretary, effective immediately. In the newly created position, Tiano will relocate to Health Net&#8217;s Shelton, Conn.  office and will lead the Northeast operations under an agreement with UnitedHealthcare.  She will report to Jim Woys, Health Net Inc. &#8217;s chief operating officer. Attempts to get comment from Health Net weren&#8217;t immediately successful. &#8220;Linda will work with the local management team to continue to provide excellent customer service for our members during this transition,&#8221; Woys said in a statement. Paul Lambdin, president of Health Net of the Northeast, who helped to close the Northeast transaction, will continue with Health Net during the first quarter of next year to help with the transition of membership to UnitedHealthcare. Recently, UnitedHealthcare, a unit of UnitedHealth Group (NYSE: UNH), completed its roughly $180 million acquisition of Health Net&#8217;s Northeast U. S.  health plans in a deal that expands its presence in Connecticut, New Jersey and New York (BestWire, Dec.  14, 2009). UnitedHealthcare was to pay Health Net (NYSE: HNT | Quote | Chart | News | PowerRating) $60 million for its Medicare and Medicaid business, and renewal rights for commercial membership (BestWire, July 21, 2009). Bouchard joined Health Net in 2003 as vice president, assistant general counsel and assistant secretary.  In this role, she oversaw the company?s corporate finance and merger-and-acquisition transactions as well as Health Net&#8217;s corporate governance program. Health Net of Connecticut, Health Net of New York and Health Net of New Jersey each currently has a Best&#8217;s Financial Strength Rating of B+ (Good).  </p>

It covers a wide range of services and can often delay the need for long-term nursing home care.  More specifically, home health care may include occupational and physical therapy, speech therapy, and even skilled nursing.  It may involve helping the elderly with activities of daily living such as bathing, dressing, and eating.  Or it may include assistance with cooking, cleaning, other housekeeping jobs, and monitoring one&#8217;s daily regimen of prescription and over-the-counter medications.  At this point, it is important to understand the difference between home health care and home care services.  Although they sound the same (and home health care may include some home care services), home health care is more medically oriented.  While home care typically includes chore and housecleaning services, home health care usually involves helping seniors recover from an illness or injury.  That is why the people who provide home health care are often licensed practical nurses, therapists, or home health aides.  Most work for home health agencies, hospitals, or public health departments that are licensed by the state.  How Do I Make Sure That Home Health Care Is Quality Care?As with any important purchase, it is always a good idea to talk with friends, neighbors, and your local area agency on aging to learn more about the home health care agencies in your community.  In looking for a home health care agency, the following 20 questions can be used to help guide your search: How long has the agency been serving this community?  Does the agency have any printed brochures describing the services it offers and how much they cost? If so, get one.   Is the agency an approved Medicare provider?  Is the quality of care certified by a national accrediting body such as the Joint Commission for the Accreditation of Healthcare Organizations?  Does the agency have a current license to practice (if required in the state where you live)?  Does the agency offer seniors a ?Patients? Bill of Rights? that describes the rights and responsibilities of both the agency and the senior being cared for?  Does the agency write a plan of care for the patient (with input from the patient, his or her doctor and family), and update the plan as necessary?  Does the care plan outline the patient?s course of treatment, describing the specific tasks to be performed by each caregiver?  How closely do supervisors oversee care to ensure quality?  Will agency caregivers keep family members informed about the kind of care their loved one is getting?  Are agency staff members available around the clock, seven days a week, if necessary?  Does the agency have a nursing supervisor available to provide on-call assistance 24 hours a day?  How does the agency ensure patient confidentiality?  How are agency caregivers hired and trained?  What is the procedure for resolving problems when they occur, and who can I call with questions or complaints?  How does the agency handle billing?  Is there a sliding fee schedule based on ability to pay, and is financial assistance available to pay for services?  Will the agency provide a list of references for its caregivers?  Who does the agency call if the home health care worker cannot come when scheduled?  What type of employee screening is done?  When purchasing home health care directly from an individual provider (instead of through an agency), it is even more important to screen the person thoroughly.  This should include an interview with the home health caregiver to make sure that he or she is qualified for the job.  You should request references.  Also, prepare for the interview by making a list if any special needs the senior might have.  For example, you would want to note whether the elderly patient needs help getting into or out of a wheelchair.  Clearly, if this is the case, the home health caregiver must be able to provide that assistance.  The screening process will go easier if you have a better idea of what you are looking for first. Another thing to remember is that it always helps to look ahead, anticipate changing needs, and have a backup plan for special situations.  Since every employee occasionally needs time off (or a vacation), it is unrealistic to assume that one home health care worker will always be around to provide care.  Seniors or family members who hire home health workers directly may want to consider interviewing a second part-time or on-call person who can be available when the primary caregiver cannot be.  Calling an agency for temporary respite care also may help to solve this problem (see the Respite Care fact sheet for more information about these services).  In any event, whether you arrange for home health care through an agency or hire an independent home health care aide on an individual basis, it helps to spend some time preparing for the person who will be doing the work.  Ideally, you could spend a day with him or her, before the job formally begins, to discuss what will be involved in the daily routine.  If nothing else, tell the home health care provider (both verbally and in writing) the following things that he or she should know about the senior: Illnesses/injuries, and signs of an emergency medical situation  Likes and dislikes  Medications, and how and when they should be taken  Need for dentures, eyeglasses, canes, walkers, etc.   Possible behavior problems and how best to deal with them  Problems getting around (in or out of a wheelchair, for example, or trouble walking)  Special diets or nutritional needs  Therapeutic exercises.   In addition, you should give the home health care provider more information about: Clothing the senior may need (if/when it gets too hot or too cold) How you can be contacted (and who else should be contacted in an emergency) How to find and use medical supplies and medications When to lock up the apartment/house and where to find the keys Where to find food, cooking utensils, and serving items Where to find cleaning supplies Where to find light bulbs and flash lights, and where the fuse box is located (in case of a power failure) Where to find the washer, dryer, and other household appliances (as well as instructions for how to use them).   A WORD OF CAUTION .  .  . Although most states require that home health care agencies perform criminal background checks on their workers and carefully screen job applicants for these positions, the actual regulations will vary depending on where you live.  Therefore, before contacting a home health care agency, you may want to call your local area agency on aging or department of public health to learn what laws apply in your state. HOW CAN I PAY FOR HOME HEALTH CARE?The cost of home health care varies across states and within states.  In addition, costs will fluctuate depending on the type of health care professional required.  Home care services can be paid for directly by the patient and his or her family members, or through a variety of public and private sources.  Sources for home health care funding include Medicare, Medicaid, the Older Americans Act, the Veterans&#8217; Administration, and private insurance. Medicare is the largest single payer of home care services.  The Medicare program will pay for home health care if all of the following conditions are met: The patient must be homebound and under a doctor?s care;  The patient must need skilled nursing care, or occupational, physical, or speech therapy, on at least an intermittent basis (that is, regularly but not continuously)  The services provided must be under a doctor?s supervision and performed as part of a home health care plan written specifically for that patient  The patient must be eligible for the Medicare program and the services ordered must be ?medically reasonable and necessary?  The home health care agency providing the services must be certified by the Medicare program. Case Study WHEN IS HOME HEALTH CARE APPROPRIATE?Because it is not always clear to the average person when an ailing senior needs home health care and when he or she needs nursing home care, it is usually best to consult a medical professional for advice.  The following case study describes one situation in which home health care proved to be the right choice.  Francis is 84 years old and recently had a stroke.  She was hospitalized briefly and then discharged to continue recovering at home.  To enable her to return home, her doctor called a home health care agency, and the agency gave Francis a complete home health care plan for six weeks.  Since the doctor ordered the home care for Francis, Medicare paid for it.  For the first week after Francis went home, a nurse visited her every day.  The nurse met with Francis?s family to discuss her special dietary needs and to arrange for exercise therapy to help Francis regain her strength.  Once that was done, the nurse visited Francis twice a week to check on how well she was recovering.  The home health care agency also sent a homemaker, a personal care attendant, and a physical therapist to visit Francis several times during the week.  The homemaker would do the shopping and cook light meals.  The personal care attendant would help Francis bathe, get dressed, and walk. 			<content:encoded><![CDATA[<p>Fear, a damaging and corroding thread that can weave its way into and take over our lives, causes inordinate trouble.  The ironic and sad part is that many of our fears have little basis in reality and are often related to something that has not happened and probably will not happen and lives only in our heads.  No course in elementary school, junior or senior high school, or college prepares us to deal with our fears.  Rarely are parents astute enough to help us acquire the tools at home.  What then? A common &#8220;solution&#8221; is to become angry; cover the fears with anger and protect our fragile ego and scared little inner person.  Result? We lash out at whoever is in front of us, usually family or significant other.  We stay isolated and separate, never forming close relationships.  The undealt with fears and anger keep us self absorbed, obsessively ruminating and absent from our own lives.  Typical fears include: what do people think of me (none of my business), what will happen if I don&#8217;t take care of it? If I don&#8217;t do it no one will, or if they do, it won&#8217;t be done right.  What if I don&#8217;t make enough money? What if he thinks. . . , or does. . . ?or doesn&#8217;t. . . ? fear of rejection by anyone, including people we don&#8217;t know, fear of not being &#8220;okay&#8221;, fear of not being good enough. . . . and on and on.  Some realistic solutions are to look at what we are afraid of, even make a list in black and white, perhaps getting a clue (maybe not), as to where the fears came from and when they started intruding, uninvited, into our lives.  Then we must say them out loud, talk about them with a counselor, therapist, sponsor or mentor, or just a trusted friend.  Alone in our own heads, we human beings are often in bad company! Profound awakenings happen when two or more people talk openly and honestly.  Members of support groups (official or spontaneous) find that many have similar fears and no one is unique.  This alone does not abolish fear, but knowing you are not alone is a start.  If we have denied our fears, along with all of our other feelings for years, especially by covering them up with alcohol and other drugs, they seem insurmountable.  When the drugging stops, the years of accumulated fears surface, causing relapse for many.  Recovering people, those who have stopped using drugs, (yes, alcohol, too), find that to stay clean and sober, not to mention be happy without drugs, they have to deal effectively with fear, not just deny it.  The bottom line often becomes: we need more help than can be provided by other human beings or any drug, (including prescription antidepressants and antianxiety drugs).  Here it comes again. . .  the &#8220;G&#8221; word.  Yup.  Whatever your God concept, plug it in here and use it.  There is enormous joy in acknowledging that we are only human beings, not infinitely self-reliant, and can ask for help from a higher power.  We admit that we are human, not all powerful, and need help.  To do our part, we do what we think we are supposed to do.  We ask that our fears be removed and replaced with something useful.  Behaving in the most responsible way we can, perhaps spreading kindness and joy, and sometimes cookies, we leave the results to the universe (God?).  Where does sex fit in? Sex.  Important word.  Troublesome subject for many.  If anyone were to do a research study on recovering addicts, they would undoubtedly find that much distress and many, if not most relapses are around relationships.  Difficult for anyone, intimate relationships are especially problematic for alcoholics and addicts.  Healthy relationships require unselfishness, not a strong suit among addicts, even if the addiction is work, television, skiing or other sports, or something else &#8220;acceptable&#8221;.  To remain comfortable in our own skin after discontinuing drug use, we selfish human beings often find we have to restructure the sex and relationship areas of our lives.  It is tough to live with the constant discomfort of doing harm to ourselves and others with our selfish ways.  A common result is to go back to covering the pain with alcohol and drugs.  Many find that when they do stop the drugs, other behavior has to stop or change as well.  Cheating, dishonesty, blaming, inciting fear and jealousy, all leave a knot in our gut that used to be covered with chemicals.  More &#8220;advanced&#8221;, closer, healthier, happier relationships require even more changes.  Clean and sober people who have dealt with their fear of rejection, or decided to walk through it and not let it paralyze them, are able to participate in relationships, sexual or not, in increasingly unselfish ways, sharing themselves, accepting others as they are, encouraging growth and sincerely wanting the best for and appreciating the other person.  Bottom line? Healthy relationships are formed when people get out of themselves and care unselfishly for another.  ? </p>

Do you want people to assume personal responsiblity? Know your limits.  Accept what you can?t change and let go of things out of your control. ??Here are some ideas that have worked for other parents. ? Try them and see if you can control your anger rather than let your anger control you. Ease your tension.  Take a walk; listen to music, splash cold water on your face.  Earn small rewards when you make the choice not to become angry.  Phone a friend.  It helps to share your concerns and talk things out. &lt;b&gt;Your example helps your children learn to handle anger.  Be a good role model. &lt;b&gt;?Object to the behavior if necessary, but separate the ?deed from the doer. ? Use your kitchen timer for ?time out? before disciplining.  Remember that everyone makes mistakes, including you and your children. Count your breaths.  Breathe in deep while counting to four.  Breathe out while counting to four.  Do four times.  Old tapes in your head may be making your reaction more than it should be.  Are you angry because of issues in your childhood?&lt;b&gt;Out of ideas to handle anger? &lt;b&gt;Consider parenting classes or professional counseling.  Look objectively at the situation.  Are you making a mountain out of a molehill? Is it really worth having a heart attack or stroke? This too shall pass. Controlling angry feelings is a skill that children learn from the people who care for them.  There are activities which support our development of self-control.  Count to twenty, backwards! We all need to find helpful ways to intervene when anger and frustration overwhelms us or our children.   </p>

When there was no university elsewhere in the Europe; Takshasila, Vikramshila, Pallavi, and Nalanda were the centers of Global Education and attracting learners from all around the globe.  The development of modern education in India started with the establishment of Hindu College in Calcutta in 1817.  During British reign, Calcutta University was the first to confer the bachelor degree on women in 1883.  After independence various universities have been opened both by the government as well as private sector.  The main motive behind opening these universities were not to earn profit but to serve the society by imparting higher education and conducting researches related to pure and social sciences.  The fees charged from the students were minimum, hence these institutions were generating deficit so there was a need to go for the donations and aids to cover its fixed and running expenses.  But gradually there was a drastic change in the scene . The education sector emerges as one of?the most profitable business opportunity.  The increase in the number of private schools and institutions supports the fact.  Higher education is not an exception to this.  Gradually most of the corporate entities have also entered into the picture.   2. ?Corporatisation of Higher EducationNow a days education sector is a trillion dollar industry.  It is a service sector industry in the area of education as service with a huge global market in which students, teachers and non- teaching employee constitute resources for profit generation.  So the concepts of marketing are also applicable.  The organizations have to market their product and themselves in order to survive.  In this industry the students are the customers, the teachers are the service providers and the institutions are organizers or marketers and teaching-learning process is no longer for the building of a nation but a business for profit making.  Education at all levels, will continue to grow, because it cultivates the human mind and makes people important and useful in the all round development of a country, however for the corporate sector it will grow as a big service industry.  Predatory and powerful MNCs are targeting public education, particularly higher education, for profit- making.  Though predominantly a government supported service most governments are as consequences of neo-liberal economic reforms, withdrawing from it.  The government of India through extensive privatization, commercialization and deregulation is encouraging this process.  3.  ?Education under GATS umbrellaIn 1996, the United States provided exports of education and training services had reached 8. 2 billion dollars, and its trade surplus in education amounted to 7 billion dollars.  Higher education was the fifth largest service exported by the US.  Therefore, the pressure of the United States on WTO member countries in relation to trade in education service is clearly understandable. The US, the European Union (EU), Japan and Canada are the main powers behind the GATS.  Though WTO membership consists of nation states, the transnational corporations of these countries that sit on all the important ?advisory? committees and determine detailed policy shape its agenda.  While denying access to decent healthcare, education housing and long term care to millions of workers and their families the world over, the agreement will confer ever greater political power on these corporations as they control and dictate public policy. GATS have two components: (i) the framework agreement containing 29 articles, and (ii) a number of Annexes, Ministerial decisions etc.  as well as the schedules of commitments by each member government, which bind them to allow market access, and /or remove existing restrictions to market access.  This agreement covers all services, including education? When the services are entirely provided by the government, they do not fall within the GATS rule.  For a service to be out of the purview of the GATS rule it has to be entirely free.  However, when the service have been provided either by the government partially or some prices are charged (as happens in education where some fees is charged) , or provided by the private providers , they shall fall under the GATS rule. The informal WTO classification List (W/120) divides educational services into five parts: (a) Primary education (b) secondary education (c) higher education (d) adult education (e) other education. The idea behind this is the creation of an open, global marketplace where services like education can be traded to the highest bidder.  GATS cover the educational services of all the countries whose educational system are not exclusively provided by the public sector, or those educational systems that have commercial purposes.  In India, we cannot get exemption in education from the application of GATS because education at all levels, particularly at higher education level is not entirely free (i. e.  some fees has to be paid)Corporate because of their huge financial resources are able to attract the best talent available in the country and hence they are providing the quality service to their customers (students).  They have the access to the new sources of finances . In India also the issuing of shares by the schools and educational institution and its trading in the stock exchange will be a reality.  Then the quality of the institute may be judged by looking at the share prices in the stock market and like any other business enterprises the wealth maximization will be the main goal of the institute and their entire effort will be to increase their market share and ultimately to increase the market capitalization.  The government is reducing the grants given to the universities and colleges and these institutes are asked to arrange their own sources of finance . In that scenario those educational institution who will not be earning surplus will die like any other seek industrial unit.  So it is the high time for those institutes to think for earning surplus and make themselves competitive for survival. But when these institutions will be running on absolutely business principles for earning profit obviously the fees charged from the students will be higher.  The application of some unethical and unfair practices for attracting the students and earning higher profit cannot be overlooked in that scenario.  4. ?Indian realityIn a country like India where a large section of our population is living below the poverty line, almost 35% of the population is still illiterate and we are talking about removing poverty and illiteracy, in that situation they will be the most mistreated people.  So it is the government and its institutions, which will have to look at this aspect.  Hence imparting higher education by charging high fees by the government run universities and college will not be desirable and the government has to look at the welfare aspect of its people.  But before coming to any conclusion we have to consider the following two ground and hard realities in this respect: -1. ????? India being the member country of WTO, must abide by the decisions and regulations of WTO.  So it cannot stop the foreign universities and institutes to operate in India, which are having ample financial, physical and intellectual resources and are running on absolutely business principles for earning profit.  2. ????? The government of India is reducing the grants and aids given to the government universities and colleges and these institutes are called to mobilize resources from their internal sources as well as external sources.  They are also asked by the UGC and NAAC to become more competitive.  So it is the time as well as the opportunity for our Government funded institutions/universities/colleges to make themselves competitive and to go for globalization.  This can be only possible when they will stand on their own feet by earning surplus and are effectively and efficiently run.  But at the same time we have to think for the weaker sections of the society who could not afford a high expenditure on the study.  Therefore it is very high time for educational institutes to build a business model, which will be able to compete with the foreign universities and also the weaker sections of the society will also be taken care of.  5.  The model of Arvindo Eye Hospital, MaduraiThe Arvindo Eye Hospital of Madurai has set an outstanding business model showing how an organisation can serve the society at large on one hand and can also earn profitable surplus on the other hand.  At Arvindo Eye Hospital, economically poor people are provided treatment at free of cost and the patients who can afford are charged the requisite treatment charges. With the globalization, liberation, privatization and economic growth more and more people are finding occupations in private sector leading to an increase in the purchasing power at the hands of the middle and upper class of the society who has become conscious of and can afford quality education at higher prices.
